OpenAI is expanding ad placement within its conversational artificial intelligence platform ChatGPT across European markets, marking a strategic shift for the company following initial tests in select global regions, according to official company announcements and reports by Heise Online. The rollout introduces commercial content directly into the widely used chatbot interface, targeting free-tier users while preserving ad-free experiences for premium subscribers.

Targeting Free and Go Tiers While Exempting Minors

The advertising rollout applies specifically to users on the free tier and the lower-cost “Go” subscription plan, according to policy details released by OpenAI. Individuals who maintain higher-priced paid subscriptions continue to use ChatGPT without commercial interruptions. Furthermore, OpenAI confirmed that minors and users engaging in temporary chats—conversations that are not saved to the user’s persistent chat history—are completely exempt from ad delivery.

The Daily Message Trade-Off for Opting Out

Free-tier users retain the ability to opt out of seeing advertisements, though choosing to disable ads results in a reduction of the daily chat message limit allotted to the account, as specified in user communications from the company.

Adapting Targeting for European Union Regulations

To comply with stringent European Union regulatory frameworks, OpenAI adjusted its targeting architecture for the region. Unlike standard digital advertising models that leverage extensive behavioral tracking, OpenAI stated that initial advertisements in Europe are not individually tailored based on deep user profiling.

Contextual Parameters and Strict Privacy Safeguards

According to OpenAI’s documentation, ad selection relies strictly on the immediate context of the active conversation. The system evaluates the current topic of the chat alongside limited contextual parameters, including the user’s approximate geographic location and device category. The company explicitly stated that historical chat logs and user memory features are excluded from ad-targeting algorithms. Additionally, conversation content is not transmitted to external advertising partners, and all sponsored messages are visually marked to distinguish them from standard chatbot responses.

Default Deactivation and Required Consent

Because European data protection laws require explicit consent for personalized tracking, personalized advertising remains deactivated by default. Users must actively opt in before the platform can deliver individually customized commercial content.
