Switzerland is developing a nationwide offline card payment system to ensure citizens can buy essential goods like groceries, medications, and fuel during internet or data network outages, according to an announcement by the Federal Office for National Economic Supply (BWL).

How Swiss Offline Card Payments Work During Outages

The emergency system activates automatically whenever a payment terminal loses its connection to the payment provider, according to the BWL. Transactions require a physical Swiss debit or credit card inserted directly into the terminal, accompanied by a mandatory PIN entry for basic security verification. Mobile payment methods like Apple Pay, Twint, and smartwatches will not function without an active data connection, and foreign cards are completely excluded from the offline protocol. Once the connection is restored, the system automatically transitions back to standard online processing, and the user’s bank account is finally debited at that time.

Scope and Strict Limits for Essential Goods

To mitigate financial exposure, the offline payment capability applies exclusively to system-relevant merchants providing survival essentials—specifically grocery stores, pharmacies, and gas stations including associated electric vehicle charging hubs. According to reporting from 20min.ch, participating retailers must ensure their card readers have continuous power during an outage via the main electrical grid, backup batteries, or emergency generators. To prevent fraudulent exploitation while offline systems cannot verify real-time account balances, the BWL enforces strict, confidential transaction limits on both the total monetary amount and the number of purchases allowed per card. These hidden limits are calibrated to cover an individual’s basic supply needs for approximately one week.

Financial Risk Sharing and Banking Liability

Because offline transactions occur without an immediate check of account funds, the participating financial institutions and card issuers absorb the underlying default risk. Banks consciously take on this financial exposure to preserve the flow of commerce during extraordinary crises, backed by built-in technical safeguards that cap potential losses. The voluntary initiative was forged under the leadership of the BWL and the Swiss National Bank (SNB), alongside major payment infrastructure providers and the retail sector.
