Transport Infrastructure Ireland (TII) has recommended increasing morning rush-hour tolls for private motorists using the Dublin Port Tunnel from €13 to €14, following internal disclosures that non-commercial traffic dodging heavy city center congestion has surged by over eight percent annually, according to reports from RTE.ie, breakingnews.ie, and The Irish Times.

Traffic Surges and Operational Risks at Dublin Port Tunnel

The volume of toll-paying cars utilizing the Dublin Port Tunnel to bypass morning commuter delays rose by 8.4 percent during the morning peak in the first eight months of 2025 compared to the same period in 2024, according to an internal TII board paper cited by breakingnews.ie. Overall traffic inside the tunnel grew by 4.6 percent across those same months. Transport officials warned in the documents that this growth rate is unsustainable and threatens the primary mandate of the route, which is to provide heavy goods vehicles (HGVs) with efficient access to Dublin Port and the national motorway network.

According to The Irish Times, TII noted that capacity is heavily constrained by the ability of local roads in the East Wall area of Dublin’s north city to absorb traffic. Because standing traffic is strictly prohibited inside the tunnel for safety reasons, routine morning congestion in East Wall frequently impacts tunnel operations. When delays back up, operators occasionally resort to “metering,” opening and closing barriers periodically to regulate traffic flow. TII stated that a modest €1 toll increase for citybound traffic during the AM peak would incrementally discourage private motorists from using the route, thereby reducing the risk of incidents and delays for freight transporters who travel through the tunnel toll-free.

M50 Toll Revenue and PPP Contract Limitations

Alongside the Port Tunnel recommendations, the TII briefing paper addressed broader tolling strategies across Ireland’s national road network. The documents cautioned that any reduction in M50 toll income without a compensating funding commitment would directly reduce resources available for road protection and renewal.

Regarding eight other major public-private partnership (PPP) roads across the country, the TII board was informed that state intervention is severely restricted. According to The Irish Times, existing PPP contracts dictate the exact rules for setting toll levels, and current bye-laws do not permit the State to unilaterally defer scheduled increases without triggering costly contractual penalties known as Tolling Variations. Any decision to charge below the maximum rate on those routes requires formal agreement from the respective PPP companies and their financial backers.
