Pacific Leaders Urged to Act on West Papua and Kanaky Decolonisation
As Pacific Islands Forum leaders gather in Honiara for the 54th Forum Leaders’ Meeting, civil society groups are pressing the summit for concrete decolonization action regarding West Papua and Kanaky. According to regional reports, incoming PIF Chair and Solomon Islands Prime Minister Jeremiah Manele confirmed that West Papua remains a standing agenda item for the summit discussions.

Civil Society Demands UN Mission to West Papua

Ahead of the summit, regional civil society organizations released an open letter urging Pacific leaders to fulfill outstanding commitments regarding West Papua. According to the open letter, leaders are asked to invite a United Nations Human Rights mission and fact-finding delegation to the territory, ensure rapid humanitarian responses through neutral mechanisms, and champion a mediated ceasefire.

United Liberation Movement West Papua President Benny Wenda stated that more than 110 UN member states have demanded access to the region. Wenda criticized the ongoing blockade by Indonesia, stating it defies the will of the international community. West Papuan activist Raki Ap similarly called on leaders to act, pointing to resource exploitation and long-standing human rights concerns in the region.

Melanesian Spearhead Group Reviews Indonesia Status

The Melanesian Spearhead Group is separately reviewing Indonesia’s status within the bloc over the lack of progress regarding a UN human rights visit to West Papua, according to RNZ and Post Courier reporting. Melanesian countries have signaled they will scrutinize Jakarta’s engagement if access is not granted.

PIF Secretary General Baron Waqa acknowledged both West Papua and New Caledonia as sensitive issues handled annually by the regional body. “These are matters our leaders have been tackling every year,” Waqa said, noting that outcomes depend on leadership deliberations during the Honiara meetings.

FLNKS Rejects French-Backed Bougival Project in New Caledonia

In New Caledonia, the pro-independence movement FLNKS has formally rejected the proposed Bougival Project, framing it as a setback to the decolonization roadmap established under the 1988 Matignon and 1998 Nouméa Accords. According to a letter sent by FLNKS President Christian Tein to the Melanesian Spearhead Group, the plan entrenches French control while offering only cosmetic reforms.

The FLNKS stated that the French-backed project fails to guarantee true sovereignty or transitional justice, echoing concerns raised by the PIF Troika Mission in 2024 regarding the disputed 2021 referendum. With leaders meeting under the theme “Iumi Tugeda: Act Now for an Integrated Blue Pacific Continent,” the unresolved political futures of both territories remain central to regional diplomacy.
