Solving Data Bottlenecks in Vietnam’s Digital Government Transformation

Hanoi is rolling out a 100-day action plan featuring 19 targeted measures to eliminate data bottlenecks and fix software fragmentation across local government agencies, according to municipal officials. The push mirrors national directives aimed at unifying disconnected administrative databases so citizens no longer have to repeatedly submit the same paperwork to different state offices.

Tackling the Digital Data Bottleneck in Local Government

Tung noted that true digital transformation requires data unification, seamless system integration, and a reduction in redundant data entry by citizens and civil servants alike.

Ta Van Ha, deputy chairman of the National Assembly’s Committee for Culture and Social Affairs, shares that assessment. Ha emphasized that the priority is establishing a legal framework and uniform data standards. These standards will connect vertical and horizontal data channels from the central government down to local communes and neighborhoods, following the core principle that data should be created once and used multiple times.

Hanoi’s 100-Day Action Plan and Administrative Overhaul

In response to national directives, Hanoi’s Party Committee Steering Committee 57 released its 100-day action plan on August 3, setting out 19 specific tasks to dismantle administrative data barriers. City authorities are conducting a thorough review of all active software and information systems. Based on this evaluation, officials will decide whether to maintain, integrate, abolish, merge, or replace fragmented applications with a unified platform.

Public online services are undergoing a redesign to simplify required documents and cut down digital red tape. This restructuring guarantees that residents and businesses won’t have to re-enter information that already exists within official government databases.

National Digital Administrative Platform Strategy

On a broader scale, the Ministry of Public Security is advocating for the creation of a national digital administrative platform to bridge systemic gaps. According to the ministry, building this centralized digital layer acts as a critical infrastructure project—comparable to national networks for transportation and energy—rather than just another piece of standalone software.

This initiative aligns with a broader national campaign led by the Central Steering Committee for Science and Technology Development, Innovation, and National Digital Transformation. That overarching framework enforces a November 30 deadline across 50 distinct tasks spanning institutions, digital infrastructure, data systems, and online public services.
