Starting in 2026, tourism organizations across the Pskov region will be eligible for wage subsidies covering temporary employees aged 18 to 35, according to the Pskov Region Ministry of Tourism. Announced to bolster staffing during the high-demand summer season, the regional program reimburses employers for the federal minimum wage plus insurance contributions for hours actually worked by young staff.
Eligible Employers and Industry Classifications
According to the Pskov Region Ministry of Tourism, the subsidy program targets specific sectors within the regional hospitality and tourism economy. Eligible businesses must operate under strict Russian National Classifications of Economic Activities (OKVED):
- Hotels, hostels, and campsites (OKVED 55)
- Public catering enterprises and food service providers (OKVED 56.29)
- Excursion and tour operator services (OKVED 79.90.2)
To qualify for funding through the Ministry of Labor and Employment of the Pskov Region, participating businesses must meet precise financial and legal benchmarks. According to official guidelines, employers cannot have active tax arrears, outstanding debts on previous government subsidies, or pending budget investments at the time of application.
Compliance Standards and Financial Requirements
Employers must maintain strict operational compliance to secure and retain the wage support. According to the Pskov Region Ministry of Tourism, participating companies cannot hold foreign agent status, maintain affiliations with offshore zones, or show any ties to extremist or terrorist organizations. Furthermore, applicants must be entirely free of bankruptcy, liquidation, or reorganization procedures—with the sole exception of corporate присоединение (mergers)—and cannot be subject to suspended operations.
Wage benchmarks are tied directly to regional economic metrics. According to state program rules, participating employers must pay temporary workers a salary that equals or exceeds the average monthly nominal wage recorded for that specific economic sector within the Pskov region.
Application Process and Funding Scale
The financial backing covers the federal minimum wage—currently set at 27,093 rubles—alongside mandatory insurance contributions calculated against the hours the young employee actually works, according to the Pskov Region Ministry of Tourism. Administrative processing and employer selection are managed entirely through the state’s “Electronic Budget” system by the Ministry of Labor and Employment of the Pskov Region.
