Independent Oversight and Academy Reforms

The decision to bring in an independent monitor follows a comprehensive assessment by the International Association of Chiefs of Police, which was released in May. The academy faced intense scrutiny after the September 2024 death of 25-year-old recruit Enrique Delgado-Garcia during a boxing training exercise at the New Braintree facility. The IACP report identified severe cultural and systemic challenges, including heavy turnover in command staff, high recruit dropout rates that exceeded national averages, and an overreliance on stress-exposure drills lacking clear learning objectives.

PFM Group Consulting LLC will track the implementation of the 103 reform items. According to Massachusetts State Police Superintendent Colonel Geoffrey Noble, the firm will specifically assess outcomes related to recruit attrition, injuries, and performance. PFMGC will also publish annual public reports over its five-year engagement to ensure complete transparency throughout the reform process.

Resumption of Recruit Training

With an independent evaluator in place, the Massachusetts State Police intends to launch the 93rd Recruit Training Troop on Monday, October 26, 2026. Prior to restarting the training program, Colonel Noble formed a ten-member working group of sworn and professional staff to prioritize 31 critical recommendations from the IACP assessment.

These immediate adjustments target day-to-day academy practices and the immediate training environment. Work on the remaining nine infrastructure and leadership recommendations is required to be underway by the start date.
