South Korea Holds Contribution Rate at 7.19%

The Ministry of Health and Welfare announced the decision following a meeting of the Health Insurance Policy Deliberation Committee, the principal decision-making body for national health insurance policies. While officials acknowledged ongoing discussions regarding the long-term sustainability of the health insurance fund, committee members prioritized supporting broader economic recovery efforts.

Reserves and State Subsidies Buffer the Fund

According to the Ministry of Health and Welfare, several economic and structural factors supported keeping the rate steady at 7.19%. Officials highlighted that the national health insurance reserves currently maintain a stable buffer of approximately 3.5 months of operating expenses, alongside a record of surplus revenues accumulated over the past five years.

Additional financial support also influenced the committee’s decision. The government plans an injection of 1.1 trillion won in increased state subsidies, while health insurance revenue is projected to grow due to a robust upswing in the domestic semiconductor industry. These financial buffers offset the immediate necessity to raise worker and employer contribution rates, despite mounting expenditures for public healthcare innovations and regional medical expansion.

Local Insured Members Protected from Premium Hikes

Alongside the general contribution rate freeze, the Ministry of Health and Welfare confirmed that the property insurance premium assessment point value for local insured members will stay fixed at 211.5 won, matching the current year’s rate.

Breaking Recent Historical Trends

The decision breaks a brief trend of adjustments. The health insurance contribution rate stood at 7.09% through consecutive freezes in 2024 and 2025, before ticking upward by 1.48% for the current operational year.
