NFL Commissioner Roger Goodell Rules Out Canada Expansion Due to Stadium Issues

Speaking on the OverDrive program, Goodell addressed the ongoing speculation regarding international expansion. While the NFL continues to stage regular-season games in global markets such as London, Munich, Madrid, Paris, Mexico City, Rio de Janeiro, and Melbourne, according to reports by Total Pro Sports, expansion into the Canadian market remains stalled.

Stadium Standards Block Toronto Expansion

According to Goodell, the main hurdle for Canadian cities is the absence of modern stadiums that meet the league’s contemporary financial and structural requirements. Citing the Buffalo Bills’ newly opened Highmark Stadium in Orchard Park—a $2.2 billion project funded through public and private partnerships—Goodell noted that modern venues establish a new benchmark for franchise operations.

“I think the big thing is the stadium. The stadium is an important element of any team, ultimately. I think that is gonna be the key.”

Toronto previously hosted a six-game regular-season series featuring the Buffalo Bills at the Rogers Centre between 2008 and 2013. Since the conclusion of that initiative, the league has not staged a regular-season contest north of the border, though the Bills maintain a strong commercial footprint in southern Ontario.

Preseason Games and International Alternatives

Despite dismissing near-term expansion prospects, Goodell indicated that the league remains open to hosting preseason matchups in Canada, similar to a 2019 game played in Winnipeg. However, the commissioner expressed a desire to scale back the overall volume of preseason matches across the league, stating they are less necessary under current operational models.
