Alejandro Betancourt, a 46-year-old Venezuelan oil figure, has emerged as a central operator behind a United States government energy arrangement giving Washington majority control over a portion of Venezuelan oil reserves, according to reporting by the New York Post. The initiative grants North American Blue Energy Partners access to 17 fields alongside 100-year concessions from Venezuelan authorities, backed by the US military, following a decade-long federal money-laundering probe and international scrutiny surrounding Betancourt’s business history.

Background and Role in Venezuela

According to the New York Post, Betancourt played a critical part in the Trump administration’s efforts to alter leadership in Caracas. A US official cited by the outlet described Betancourt as a proven operator who has previously assisted the United States government, noting that his involvement was essential to securing the energy-security deal. Prior to these developments, Betancourt communicated with Venezuelan Vice President Delcy Rodriguez—now the country’s interim president—to gauge her willingness to take power, and coordinated with Mauricio Claver-Carone, then the director of Western Hemisphere affairs for the National Security Council.

Legal Scrutiny and Investigations

Despite his current role in bilateral energy arrangements, Betancourt has faced multiple investigations accusing him of money laundering in Spain, Switzerland, and the United States, as reported by the New York Post. US investigators launched a $1.2 billion money-laundering probe in 2016 that resulted in a federal indictment of his cousin, Francisco Convit, and other Venezuelan nationals. Jon Sale, an attorney representing Betancourt, told the New York Post that the allegations have been thoroughly investigated and that his client has never been charged with or convicted of any crimes.

Operational Dynamics During Leadership Transition

During the January 3 operation to capture Nicolás Maduro, dubbed Operation Absolute Resolve, Betancourt maintained telephone contact with Claver-Carone while simultaneously communicating with Rodriguez, according to the New York Post. Allies of Betancourt stated that Rodriguez initially believed the US had eliminated Maduro and felt betrayed, requiring Betancourt to persuade her to speak with Secretary of State Marco Rubio regarding the vacant presidency. Betancourt’s past political engagements also included traveling to Moscow to petition Russian leadership to halt support for Maduro.
