Jacqueline Kinsella has been appointed as the General Manager of Operations and Business Development at Moy Valley Resources following ratification by the Board of Directors, as announced on September 24, 2026. In her new role, the Kildare native assumes the organization’s most senior management position, overseeing day-to-day operations and guiding programs across north Mayo and west Sligo.
Kinsella succeeds former CEO Annette Maughan, taking on a newly structured role designed to build a strong platform for the organization's future services. Moy Valley Resources operates the largest community employment scheme in north Mayo, supporting regional economic development and local employment initiatives.
Leadership Background and Career Progression
Kinsella brings extensive internal experience to the general manager position, having joined Moy Valley Resources in 2015. She initially worked with the community services team before transitioning to the Community Employment Programme in 2017. Between 2017 and 2026, she served as Community Employment Supervisor, supporting up to 46 participants across north Mayo and west Sligo by helping individuals build skills, gain work experience, and secure employment.
Alongside her employment scheme duties, Kinsella has worked as operations manager at the Greenhills Enterprise Centre at Bunree, Ballina, since 2018. Following the 2024 opening of the Innovation Quarter (IQ) Ballina, she took on the role of Operations Manager there as part of the Moy Valley Resources team. In that capacity, she collaborates with strategic partners Mayo County Council and Local Enterprise Office Mayo to support daily center operations and local businesses.
IQ Ballina recently received a national nomination, shortlisted in the “Promoting Economic Development” category for the 2026 Excellence in Local Government Awards hosted by Chambers Ireland.
Academic Credentials and Professional Development
Kinsella has continuously pursued professional education alongside her administrative roles. She holds degrees in business management applications and business, including an honours degree in business, and is currently working toward an honours degree in accounting technology. Her qualifications also include a Special Purpose Award in Training and Development, alongside credentials in legal studies and event management.
In her new post, Kinsella will apply this educational and operational background to secure the organization’s financial sustainability and expand community services throughout the region.
