California Governor Gavin Newsom signed Assembly Bill 2409 on Sunday, establishing a state-level ban preventing state and local public officials from issuing memecoins.

Assembly Bill 2409 Targets Public Official Token Issuance

Introduced by Assembly Member Avelino Valencia on February 20, 2026, Assembly Bill 2409 explicitly bars state and local public officials from issuing memecoins. Furthermore, the legislation restricts digital asset service platforms from providing California residents with access to specific memecoins created by—or in collaboration with—federal, state, or municipal public figures. These restrictions apply directly to tokens issued on or after January 1, 2027.

Current state regulations already forbid California officers and workers from taking part in any employment or business ventures that conflict with their official responsibilities. AB 2409 builds on these frameworks by adding the ban on issuing memecoins directly to the California Government Code. To ensure compliance, the legislation grants enforcement powers to the California Attorney General, district attorneys, city attorneys, and county counsels, authorizing them to file civil actions against violators.

“No official should profit off their office — and we’re putting stronger protections in place to ensure it doesn’t happen in our state,” Governor Newsom stated on Sunday. Newsom explicitly criticized United States President Donald Trump’s digital asset ventures during the signing announcement.

Senate Bill 1208 Expands Crypto Crime and Money Laundering Enforcement

Alongside the memecoin ban, Governor Newsom signed Senate Bill 1208 on Sunday. This complementary measure expands California’s existing money laundering statutes to explicitly encompass illicit transactions conducted using digital assets. The statute also provides broad authorization for law enforcement agencies to freeze, seize and forfeit digital assets linked to criminal activity.

Together, AB 2409 and SB 1208 represent a coordinated legislative effort in California to tighten regulatory oversight over digital assets, targeting both potential ethics violations by elected officials and the broader misuse of cryptocurrency in financial crimes.
