Timeline: From South Korea-US Tariff Agreement to Strategic Investment Project Announcement

Following a prolonged series of negotiations between South Korea and the United States, the two governments officially announced their first strategic investment project on October 1, 2026. The initial project focuses on constructing and operating a gas-fired combined-cycle power plant in Texas, according to joint disclosures from Seoul and Washington.

Texas Gas-Fired Power Plant Launches Strategic Investment Pact

The bilateral announcement establishes the Texas gas-fired power plant as the official premier project under a broader economic framework. Subsequent initiatives under discussion include the construction of eight large-scale nuclear reactors inside the United States and a liquefied natural gas (LNG) project in Alaska. These developments stem directly from the July 2025 bilateral tariff agreement and the subsequent signing of the South Korea-U.S. Strategic Investment Memorandum of Understanding (MOU) in November 2025.

Under the terms established in late 2025, the overarching investment pact includes commercial rationality criteria and sets an annual investment ceiling of $20 billion. The legislative framework took shape when the National Assembly passed the Special Act on U.S. Investment on March 12, 2026, following bipartisan agreement. The South Korean government promulgated the legislation through a Cabinet resolution on March 17, and the Korea-U.S. Strategic Investment Corporation formally launched on June 18, 2026, with former Trade Assistant Minister Park Jong-won appointed as its inaugural president.

Diplomatic Timeline and Legislative Milestones

The path to the October 2026 project announcement involved numerous high-level diplomatic exchanges to resolve points of friction. In January 2026, U.S. President Donald Trump warned via social media that tariffs on South Korean products could return to pre-agreement levels due to perceived delays by the South Korean legislative branch. This prompted visits to Washington by Industry Minister Kim Jeong-kwan and Yeo Han-koo to reassure American officials, including U.S. Commerce Secretary Howard Lutnick and U.S. Trade Representative Jamieson Greer.

Discussions faced brief setbacks in September 2026 when final disagreements required additional coordination. On September 18, South Korean President Lee Jae-myung noted that certain elements of the investment terms required re-negotiation. Following intensive closed-door briefings with the National Assembly’s Finance and Economy Planning Committee and the Trade, Industry, Energy, SMEs and Startups Committee on September 22, both nations resolved the remaining differences to finalize the project rollout.
