PT Adhi Karya (Persero) Tbk resumed construction activity across four initial LRT City project sites on October 1, 2026, fulfilling a mandate issued by Badan Pengelola Investasi Daya Anagata Nusantara (BPI Danantara). The initial rollout covers Apartemen LRT City Tebet, Cibubur, Ciracas, and the Adhi City Sentul landed housing development, according to detik.com. Danantara Hires New Architects to Overhaul Project Design

Danantara Chief Operating Officer and State-Owned Enterprises Regulatory Body Head Dony Oskaria stated that the intervention goes beyond mere commercial continuity. “Number one decision is we will continue this project,” Oskaria said, as reported by CNBC Indonesia. “We will hire new architects to do the process. The facade will be changed, as well as the business model design, including the commercial area.”

Oskaria emphasized that the decision rests on the strategic value of the land assets rather than short-term profits. PT Adhi Commuter Properti Tbk (ADCP), the developer subsidiary, confirmed to detik.com that it is coordinating closely with Danantara and parent company PT Adhi Karya to execute the designs under strict operational procedures. Siswanto, Corporate Secretary of PT Adhi Karya, noted that design, quality, and commercial enhancements remain under active review.

The LRT City Victims Association Demands Refunds Totaling Rp 158.44 Billion

While construction restarts on four sites, consumer advocacy group Paguyuban Korban LRT City reported severe bottlenecks in uninitiated projects. The consumer group documented 329 units requesting cash refunds, totaling an initial verified value of Rp 158.44 billion. Out of these refund-seeking buyers, 222 units used Apartment Ownership Credit (KPA) financing schemes, where only 13 units are fully paid off, 109 remain on active installment plans, and 100 buyers have stopped payments entirely. Conversely, only 29 unit buyers elected to wait out the construction delays, requesting delivery schedules and compensation for unfinished units. Consumer data compiled between September 19 and 25, 2026, also highlights delayed projects outside the initial four sites, including Oase Park Apartment, Grand Central Bogor, LRT City Bekasi – Green Avenue, and Cisauk Point.

Bank Financing Disputes Complicate Refund and Restructuring Plans

CNBC Indonesia reported that Oskaria highlighted potential disputes involving bank interest components for buyers with active installment plans. “Later of course, if the installments are not finished, there will be a dispute that we worry about. It’s a pity, right, because there is an interest component there,” Oskaria told CNBC Indonesia. Paguyuban Korban LRT City urged developers to establish formal coordination with both Himbara state banks and private lenders to process loan settlements, restructurings, and collateral releases. The consumer association established an October 10 to 15, 2026 deadline for the government, ADHI, ADCP, Danantara, and financing banks to deliver a final, binding decision covering funding certainty, land status, and buyer protections.
