Amphia Hospital Approves Wheel Clamps for Staff Who Park Illegally

Staff at Amphia Hospital in Breda face a wheel clamp on their vehicles starting November 1 if they park outside designated spaces near the employee entrance, Omroep Brabant reported. The enforcement targets a small group of repeat offenders among the roughly 5,000 hospital employees who ignore rules on the P4 parking lot, according to hospital statements cited by NOS.

The facility provides 1,609 parking spaces for its workforce. Hospital officials acknowledge that capacity tightens during shift changes between 2:00 PM and 4:00 PM and during bad weather on Mondays, Tuesdays, and Thursdays, but maintain that most employees follow parking regulations despite occasional shortages.

Previous efforts to curb illegal parking involved placing warning notices under windshield wipers, security guards speaking directly to rule-breakers, and internal messages sent across the hospital intranet. Because those measures failed to stop the behavior, security staff will now attach wheel clamps to incorrectly parked cars and log each violation.

Legal Conditions for Vehicle Immobilization

Caren Schipperus, a lawyer at ALEX Advocaten in Wijchen, stated that hospitals possess the legal right to clamp employee vehicles under specific conditions. Speaking to Omroep Brabant, she noted that parking rules must be clear, clamps must be installed without causing damage, and drivers must receive visible notification via notes placed on the driver’s side window and windshield.

Schipperus added that hospitals must communicate clearly and remove the device immediately upon request without damaging the vehicle. While she considers Amphia’s policy of removing clamps for free very neat, she noted that institutions legally hold the right to charge a damages fee for the disruption caused by illegal parking, comparing it to standard penalties recovered from shoplifters.

The escalation ladder at Amphia involves multiple steps before permanent bans take effect. Each clamped vehicle results in an official warning. Accumulating three violations triggers a one-week parking suspension on hospital grounds, while chronic offenders risk losing their parking rights entirely.

Unions and select staff members argue that clamping addresses only the symptom rather than the root issue of an underlying parking shortage. The NU’91 union contends that management should focus on expanding capacity rather than penalizing workers who cannot find legal spots during peak operational hours.
