Amsterdam Housing Project Plagued by Years of Sexual Assault and Violence

A social housing experiment in Amsterdam, designed to foster integration between refugees and Dutch students, has been marred by widespread reports of sexual assault, harassment, and violence. The Stek Oost complex, launched in 2018, has grow the focus of a national scandal as former residents arrive forward with harrowing accounts of their experiences.

The Stek Oost Experiment

Stek Oost was conceived as an innovative solution to both housing shortages and the challenges of integrating refugees into Dutch society. The project housed 125 students alongside 125 refugees, with the intention that students would “buddy up” with migrants to aid their acclimation [1, 2]. However, the reality appears to have been far different.

Reports of Abuse and Violence

Over the past 18 months, Dutch authorities have received 20 reports of sexual assault and violence connected to the Stek Oost complex [3]. Residents have described a climate of fear, with reports of threats, stalking, and physical attacks. Incidents included fights in hallways and communal areas, and one resident reported being threatened with an eight-inch kitchen knife [2].

Dismissed Concerns and Lack of Action

Several former residents allege that their complaints were ignored or downplayed by housing authorities. In one particularly disturbing case, a Syrian refugee was convicted of raping two women living at Stek Oost. Despite reports of concerns about this individual, authorities allegedly deemed it “impossible to evict” him until his formal arrest in March 2022 [2]. He was later sentenced to three years in prison for the rapes in 2024 [2].

Recent Debate and Scrutiny

The issues at Stek Oost have sparked a public outcry and led to emergency debates within the Amsterdam city council [1]. The case has raised serious questions about the safety and oversight of similar integration projects and the handling of complaints related to violence and sexual assault.

Ongoing Investigation

Dutch documentary program Zembla conducted an investigation into the conditions at Stek Oost, interviewing numerous former residents and uncovering a pattern of abuse and neglect [2]. The findings have prompted calls for a thorough review of the project and greater protection for vulnerable residents.
