Astra Mental Health & Recovery Reports Positive Gains Following Merger

TOPEKA, Kan. – Astra Mental Health & Recovery, formed through the merger of Valeo Behavioral Health Care and Family Service & Guidance Center (FSGC) on January 1, 2026, is demonstrating substantial progress in its first year of operation. CEO Kathy Mosher presented an update to the Shawnee County Board of Commissioners on March 16, 2026, highlighting improvements in service delivery and workforce development.

Merger and Initial Impact

The unification of Valeo and FSGC into Astra Mental Health & Recovery aimed to streamline mental health services in the Topeka area. The annual report presented to the Board of Commissioners reflected the pre-merger statistics of Valeo and FSGC. Mosher emphasized the organization’s commitment to removing barriers to access and fostering collaboration within the community. The merger was designed to prioritize client needs by creating a more unified and efficient system.

Workforce and Service Improvements

Astra has been actively addressing a prior staffing shortage, successfully increasing its workforce. Mosher reported that the organization welcomed “more than 30 interns last year” and is attracting experienced professionals without increasing administrative costs. These efforts have led to a significant reduction in service wait times.

The State of Kansas mandates an average wait time of no more than 10 days for mental health services. Astra has surpassed this benchmark, achieving an average wait time of just four days in 2025, resulting in a satisfaction rate exceeding 98% among children, adults, and their families.

Expanding Access Through School Partnerships

Astra has strategically embedded licensed providers within several school districts to provide on-site mental health services to students. This initiative has yielded positive results, with an 83% increase in student attendance, alongside improvements in grades and a reduction in behavioral issues. Mosher explained that this approach helps reach students who might otherwise fall through the cracks due to logistical challenges.

Growth in Therapy Services

Astra Mental Health & Recovery has experienced a 44% increase in its therapy services, indicating a growing demand and increased accessibility to mental healthcare within the community.

County Funding and Support

The Shawnee County Board of Commissioners demonstrated its support for Astra’s mission by approving a $3 million mental-health services agreement with the organization on December 22, 2025. This funding will be instrumental in sustaining and expanding Astra’s services throughout Shawnee County.
