Casa de Arte Faces Budgetary Impasse After Three-Year Exclusion

Casa de Arte Inc., a cornerstone of Dominican cultural development since its founding in 1983, has operated without state funds from the National General Budget for three years due to an unresolved administrative dispute, acento.com.do reported. The non-profit cultural institution in Santiago, known for its multidisciplinary Festival Internacional Arte Vivo, remains excluded from sectoral recognition following reporting errors and a flawed document submission dating back three years.

The funding freeze persists despite a recent physical renovation of the facility on Benito Monción street. President Luis Abinader’s administration previously financed the acquisition and restoration of the historic building as part of a state-led effort to revitalize Santiago’s Historic Center. For more than two decades prior to the administrative breakdown, Casa de Arte received a regular annual subsidy of 500,000 pesos.

Administrative Impasse Blocks Historic Subsidies

The current budgetary crisis stems from reporting irregularities and a faulty document submitted three years ago. While the physical infrastructure of Casa de Arte underwent a complete restoration funded by the executive branch, its operational funding remains halted. The institution has maintained public-private partnerships with businesses, artists, and merchants over the decades, but these private channels cannot replace the missing state recognition.

Institution directors Rosa Idalia García, Fernando Cabrera, Esteban Rosario, José Darío Suárez, and Luis Córdova, along with former administrator Raquel Pichardo, have sought to resolve the issue. Representatives held meetings with the provincial Directorate of Culture, a Vice Ministry of the Presidency based in Santiago, former Minister of Culture Milagros Germán, and various vice ministers of the Ministry of Economy. Leaders also informed President Abinader of the situation months ago, yet the administrative status remains unresolved.

Festival Arte Vivo Approaches Milestone Amid Funding Uncertainty

The funding suspension threatens the operational capacity of Casa de Arte as it prepares to celebrate the 40th anniversary of the Festival Internacional Arte Vivo. The multidisciplinary festival serves as an essential regional platform for cultural exchange, artistic experimentation, and generational succession in the Cibao region.

Directors and artists involved with the institution have called on Roberto Ángel Salcedo and Magín Díaz to grant the necessary sectoral recognition. Without the restoration of this budgetary status, the organization’s ability to maintain community services and execute upcoming anniversary programming remains restricted.
