Quebec’s PAUPME Program: Charlevoix-Est Reports Full Loan Repayment and Positive Impact
The MRC of Charlevoix-Est has announced the full repayment of all loans issued through the Aide d’urgence aux petites et moyennes entreprises (PAUPME) program, a government initiative launched in April 2020 to support businesses impacted by the COVID-19 pandemic. The program’s success in the region highlights the effectiveness of localized fund management and tailored support for businesses during times of crisis.
PAUPME Program Overview
The PAUPME program aimed to provide financial assistance to small and medium-sized enterprises (SMEs) struggling with the economic consequences of the COVID-19 pandemic. The program was designed to offer loans and, in some cases, loan forgiveness to eligible businesses.
Charlevoix-Est’s PAUPME Results
In Charlevoix-Est, the program distributed a total of $3,425,995 in loans to 80 businesses, with an additional $2,529,200 in loan forgiveness granted. These funds were distributed through 123 individual loans. The MRC of Charlevoix-Est played a crucial role in administering the program locally, handling application reception, processing, and working with a common investment committee for file analysis and selection.

Michel Couturier, prefect of the MRC of Charlevoix-Est, emphasized the importance of local management in the program’s success. “This intervention illustrates the importance of local management of public funds, based on real knowledge of the environment, personalized support for businesses and rigorous monitoring of loans granted. Being present on the ground, listening to entrepreneurs and able to act quickly makes all the difference, particularly in times of crisis,” he stated.
