Ombudsman Intervention Secures Education and Foster Care for Vulnerable Child in Peru
A collaborative effort by the Ombudsman’s Office in Tingo María, Peru, and the Breaking Chains program has successfully ensured a six-year-old child’s access to education and a safe foster care placement. The intervention addressed the child’s vulnerability stemming from both parents being incarcerated at the Potracancha prison.
Restoring Fundamental Rights
Dr. Josué Gutiérrez Cóndor, the Ombudsman, spearheaded the initiative, which prioritized the child’s rights to education, guardianship, and state protection. The Ombudsman’s Office secured a school vacancy at the Ricardo Palma educational institution, guaranteeing the child’s right to attend first grade.
Provisional Foster Care Arrangement
In parallel, the Office coordinated with the Family Prosecutor’s Office to petition the Judiciary for a provisional foster care arrangement with a suitable third party. The First Family Court – Tingo María Headquarters granted the request, ensuring the child’s continued care in a secure and stable environment.
Healthcare Access Improved
The child’s affiliation with the Comprehensive Health Insurance (SIS) was initially linked to a healthcare facility distant from their current location. The Ombudsman’s Office is now working to transfer the affiliation to a closer center within the Leoncio Prado Health Network, ensuring timely access to health services.

This coordinated action underscores the Ombudsman’s Office’s dedication to removing obstacles and restoring the rights of vulnerable children, ensuring no child is left unprotected and that their development and dignity are preserved.
