Harrisburg City Council Approves Director Amidst Dispute with Mayor

Harrisburg City Council narrowly approved Gloria Martin-Roberts as the Director of the Department of Building and Housing on Tuesday night, despite ongoing tensions with Mayor Wanda Williams. The 4-3 vote comes after a recent motion of contempt was filed against the mayor for allegedly violating a settlement agreement regarding interim appointments.

Background of the Dispute

The conflict stems from a broader budget dispute between the City Council and Mayor Williams. Earlier this year, the council filed a motion accusing Williams of not adhering to a February agreement where she agreed to seek council approval for all department head hires, rather than utilizing “interim” titles. Specifically, the council alleges that Williams improperly kept Martin-Roberts in an interim position for an extended period – since mid-2024 – without seeking council approval.

Contempt Motion and Court Hearing

On March 6, the City Council filed a motion for contempt against Mayor Williams, claiming she intentionally violated the settlement agreement. The council argued that Williams informed them she would not bring Martin-Roberts before them for a vote, believing Martin-Roberts was “grandfathered” into her position, a claim the council’s attorney, Casey Coyle, refuted The Burg News.
