Canberra and the Push for a New Treaty

The proposed agreement captures both nations' joint ambition for the relationship on the basis of mutual trust, respect, and open dialogue.
Deepening Economic Ties Through PACER Plus
Formal negotiations will begin.
The engagement builds directly on existing frameworks like PACER Plus. Under this agreement, Solomon Islands has enjoyed tariff- and quota-free access to Australia since 2003. According to DFAT, Australia remains Solomon Islands’ most significant economic partner. This status spans trade, investment, tourism, development assistance, and labour mobility.
Structural Hurdles and the Quest for Diversification
Yet, structural economic hurdles loom large.
Three-quarters of the population live in rural areas, relying heavily on subsistence agriculture and fishing.
Consequently, the Solomon Islands Government has prioritized economic diversification. This push follows a significant decline in the nation’s logging industry. Commercial fishing, agriculture, tourism, and mining have now been identified as potential growth sectors.
The Pacific Australia Labour Mobility Lifeline
Labour mobility remains a core pillar of the connection.
Launched in 2022 by merging previous seasonal and regional worker programs, the Pacific Australia Labour Mobility (PALM) scheme allows workers from Pacific nations and Timor-Leste to fill rural and regional labour shortages in Australia for up to four years. It helps workers develop skills, support their families, and boost the domestic economy back home.
Targeted Aid, Policing, and Defense Contributions
Financial support flows through multiple channels.
Australia’s Official Development Assistance (ODA) to Solomon Islands integrates bilateral, regional, and global funding streams. Beyond ODA, non-ODA contributors such as the Australian Federal Police and the Department of Defence play substantial roles in supporting local development.
In early 2023, Australia refocused its bilateral programs. The adjustments align directly with Solomon Islands Government priorities centered on infrastructure, economic growth, and job creation, while sustaining investments in health, education, and gender equality.
