Origins and Calculation of the CSG Compensation Allowance
According to the French public service portal, the allowance stems from Article 113 of the 2017 finance law (loi n° 2017-1836 du 30 décembre 2017 de financement de la sécurité sociale pour 2018), which raised the CSG tax rate to 9.2 % d’une assiette égale à 98,25 % de la rémunération brute globale des agents publics. To prevent a net salary drop, the government concurrently abolished the contribution exceptionnelle de solidarité au taux de 1 % and established the compensatory allowance for civil servants spanning state, territorial, and hospital sectors.
For newly appointed probationary civil servants affiliated with the National Civil Service Retirement Fund (CNRACL), the monthly allowance equals the initial full month’s gross salary multiplied by x 0,76 %, as outlined by administration guidelines. Eligible earnings include base salary, residence allowances, family supplements, and primary bonuses such as RIFSEEP and CIA.
Eligibility Criteria and Beneficiary Distinctions
Eligibility depends strictly on an agent’s status and employment date. According to official regulations, beneficiaries include public agents active and remunerated as of December 31, 2017, as well as CNRACL-affiliated civil servants working over 28 hours weekly who were appointed, recruited, or reinstated on or after January 1, 2018, without 2017 pay in that capacity.
Conversely, the allowance excludes public-law contract workers and IRCANTEC-affiliated civil servants working under 28 hours weekly who were recruited or reinstated after January 1, 2018, alongside all private-law contract holders such as apprentices and subsidized workers.
Annual Revaluation and Career Adjustments
Decree n°2020-1626, enacted on December 18, 2020, permanently established the annual revaluation of the allowance every January 1 for qualifying agents. The administration updates the net payout monthly, indexing it directly to index-based salaries during periods of part-time work, half-pay sick leave, or unpaid absences.
When calculating annual adjustments, the public service portal specifies that authorities neutralize the financial impacts of past part-time changes or health leaves. This ensures accurate comparisons of gross earnings across consecutive years to account for career step advancements and grade promotions.
