Decatur Police Arrest Two Following Highway Stoppage
Decatur, TX – Two individuals were arrested on Thursday night, February 27, 2026, following a traffic stop that temporarily halted traffic on U.S. Highway 81/287 in Decatur, Texas. The arrests stemmed from the discovery of a stolen vehicle, illegal drugs, and a stolen firearm.
Stolen Vehicle Leads to Arrests
According to Decatur Police Chief Delvon Campbell, officers were alerted to a stolen vehicle through a “hit” from a Flock camera system. The Wise County Messenger reports that these cameras record license plates and cross-reference them with databases of stolen vehicles and wanted suspects.
The traffic stop occurred in the 400 block of South U.S. 81/287, near the intersection with Business U.S. 380, just before 9 p.m. To ensure the safety of motorists, northbound lanes of the highway were temporarily closed during the incident.
Charges Filed
Robert Wallace Johnson, 43, of Dallas, was arrested and faces multiple felony charges, including:
- Possession of a controlled substance in penalty group 1 (1-4 grams)
- Unlawful possession of a firearm by a felon
- Unauthorized use of a vehicle
- Theft of a firearm
Johnson’s bond for the Wise County charges has been set at $50,000. He was similarly arrested on a warrant from Tarrant County for possession of a controlled substance in penalty group 1 (less than 1 gram).
Amber Renee Stouard, 41, of Dallas, was arrested and charged with:
- Possession of a controlled substance in penalty group 1 (1-4 grams)
- Possession of a dangerous drug (misdemeanor)
- Possession of a controlled substance in penalty group 3 (less than 28 grams)
Stouard’s bond was set at $12,500.
