Delhi has retained its top position in India’s Electric Mobility Index (IEMI) 2025, securing an overall score of 84 according to data released by NITI Aayog on Wednesday. The index evaluates the progress of Indian states and union territories in advancing their electric vehicle ecosystems across transport electrification, charging infrastructure, and research innovation.
Top Performing States and Union Territories
According to the NITI Aayog report, Delhi improved its score from 77 in the previous index to 84 to lead the union territory category. Chandigarh followed in second place among union territories with a score of 71, up from 65, while Goa recorded 65 to place third. In the large state category, Maharashtra and Karnataka secured the second and third positions nationwide. Maharashtra maintained its second-place rank while increasing its score from 68 to 78, according to the report. Karnataka moved up one position to rank third with a score of 73, overtaking Chandigarh from the previous standings.

Frontrunners and Regional Breakthroughs
Eight states from the large state category qualified as frontrunners in the 2025 index. Tamil Nadu recorded a score of 61, followed by Madhya Pradesh at 59, Odisha at 55, and Andhra Pradesh at 52. Telangana, Haryana, Rajasthan, and Uttar Pradesh each registered scores of 51. Among hilly and northeastern states, Manipur recorded the highest score at 46, followed by Tripura at 36 and Assam at 35. NITI Aayog noted that half of the states in the northeastern and hilly region reported research and innovation as their principal constraint in e-mobility development.
Index Methodology and Core Themes
The India Electric Mobility Index uses 16 distinct indicators divided across three core themes to determine a composite score on a scale from 0 to 100. Transport electrification progress measures demand-side adoption and electric vehicle penetration rates. Charging infrastructure readiness assesses the availability and development of public charging stations. EV research and innovation status tracks patents, R&D efforts, and sector innovation. A higher IEMI score reflects stronger performance across these metrics, indicating higher rates of adoption and infrastructure availability.

National Trends and Policy Context
NITI Aayog stated in the report that several states and union territories registered declines in both rank and scores, which indicates that progress in e-mobility has been uneven across the country. Government initiatives such as the Faster Adoption and Manufacturing of Electric Vehicles in India (FAME-II) scheme, the Electric Mobility Promotion Scheme 2024, and the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) have supported infrastructure expansion and manufacturing capacity under production-linked incentive programs.
