DENR Cagayan Valley Warns Public Against Disturbing Migratory Birds, Collecting Protected Plants

TUGUEGARAO CITY, Cagayan – The Department of Environment and Natural Resources (DENR) Cagayan Valley is urging the public to refrain from touching, capturing, consuming, or keeping migratory birds as pets, citing potential disease risks. The DENR also cautioned plant enthusiasts against collecting flora from protected areas within the region.

Migratory Birds and Public Health

Acting Regional Executive Director Ismael Manaligod of the DENR Cagayan Valley explained that the presence of migratory birds in natural ecosystems is a positive indicator of environmental health, signifying healthy wetlands and foraging grounds. However, he stressed the importance of not interfering with these birds.

“In a natural ecosystem, their presence means it is a good site for foraging, an indication that we have healthy wetlands. However, catching, killing, or consuming them is not advisable,” Manaligod said. [1]

The DENR maintains bird observatory sites to monitor and protect migratory species and their habitats, while also raising public awareness about wildlife conservation. The department coordinates with local government units and law enforcement agencies to respond to reports received, particularly through social media. [1]

Manaligod emphasized that hunting migratory birds and other endangered avian species is prohibited under the Wildlife Resources Conservation and Protection Act, with penalties exceeding those for illegal logging. [1]

Protection of Protected Plants

The DENR also issued a warning against collecting plants from designated protected areas, including:

• Peñablanca Protected Landscape and Seascape
• Palaui Island Protected Landscape and Seascape
• Baua Watershed Forest Reserve
• Wangag Watershed Forest Reserve
• Magapit Protected Landscape

Manaligod explained the crucial role plants play in ecosystems, serving as food sources and habitats for various wildlife. Removing plants from their natural environment can disrupt the entire ecosystem. [1] Violators face significant penalties.
