Tübingen’s mayor Boris Palmer (autonomous) has proposed breaking up Berlin, citing a responsibility problem in teh capital. In the FUNKE podcast “My Hardest Decision,” he stated, “In Berlin, as a citizen, you just have to muddle through somehow as – from my personal perspective – a lot of things don’t work and also you would like them to. And maybe some kind of state reform will be useful at some point, and you can look into well-functioning communities.”

Palmer pointed to his hometown as a accomplished model. Tübingen is “a completely independent municipality,” he said. “And the districts in Berlin don’t have these rights. So the entanglement, you don’t even know who is responsible, the entanglement between the state and the city doesn’t work well in berlin, in my opinion.”
