Bureau of Immigration Intercepts Man at Mactan-Cebu Airport
A 50-year-old Filipino man bound for Russia on a security-related job offer was intercepted by the Bureau of Immigration at the Mactan-Cebu International Airport. Immigration officers stopped the passenger on Oct. 10 as he attempted to board a Cathay Pacific flight to Vietnam. According to the Bureau of Immigration, the traveler stated that Russia was his final destination, where he expected to work as a K9 handler.
WhatsApp Recruitment and Tourist Ruse Exposed
During initial questioning by the Immigration Protection and Border Enforcement Section, the passenger disclosed that a recruiter contacted him through WhatsApp. He spoke with the recruiter via voice call before receiving his travel documents, according to the Bureau of Immigration. The position offered a monthly salary of $3,500 with no upfront fees, but the recruiter instructed the man to pose as a tourist to conceal his employment intentions from border officials.
Government Warnings on Russian Job Schemes
Bureau of Immigration Commissioner Joel Anthony Viado issued a public warning following the interception, advising travelers to be vigilant against overseas job offers that require misdeclaring travel destinations. “Human trafficking can begin with what appears to be a legitimate job opportunity. Filipinos must remain alert to deceptive recruitment tactics and seek assistance from the proper authorities when an offer raises suspicion,” Viado said in a press release. The passenger was subsequently referred to the Inter-Agency Council Against Trafficking for assistance.
Concurrently, the Department of Migrant Workers is investigating illegal recruitment schemes targeting Filipinos for Russia’s war against Ukraine, Department of Migrant Workers Secretary Hans Leo Cacdac said during an October 21 forum. While the Department of Foreign Affairs seeks to confirm reports regarding Filipino casualties near Kostiantynivka, authorities urge aspiring overseas workers to verify all employment contracts through official government channels before departure.
