France faces a projected state financing need of 339,7 milliards d’euros in 2027, driven by surging debt amortizations and higher borrowing costs, according to data released by the Agence France Trésor (AFT) on Tuesday. The state's borrowing requirements increase by 28 milliards d’euros compared to the updated 2026 financing figure of 310 milliards d’euros, highlighting persistent fiscal pressures as older, low-interest bonds reach maturity and are refinanced at substantially higher market rates.

France 2027 Borrowing Requirements and Bond Maturities

The 28 milliards d’euros jump in financing needs stems largely from medium- and long-term debt amortizations climbing by 19,4 milliards d’euros. Antoine Deruennes, director general of the AFT, noted that new debt is issued at rates vastly superior to the expiring debt obligations. These maturing bonds were primarily issued during past efforts to absorb the economic shocks of the health and energy crises. Adding to the state’s obligations, France must also tap the market directly to replace the European financing mechanism for its national recovery and resilience plan, known as the PNRR, which expires at the end of 2026. That European funding accounted for 6,1 milliards d’euros in 2026.

French Bond Yields and Budgetary Impact

The AFT estimates a 4.3% interest rate for 2027 10-year bond issuances on the bond market. Benchmark 10-year French government bond yields hovered at 4.80% on Tuesday, maintaining a persistent spread over Germany amid ongoing domestic political instability and sluggish gross domestic product growth. Because of these elevated rates, the state’s core budgetary debt service charge is slated to rise to 72,9 milliards d’euros in 2027, up from 62,6 milliards d’euros under the 2026 finance law. The French Ministry of Economy calculates the 2026 debt charge slightly differently at 65 milliards d’euros.

Scope of the State Debt Figures

The figures published by the AFT cover solely the debt administered by central government bodies, including ministries and state agencies. They exclude the broader public debt tally, which factors in obligations held by the social security system and local authorities. The AFT released these projections two days prior to the official presentation of the 2027 draft finance bill, which targets a public deficit of 5.0% of GDP.
