Irish Gardaí to Receive Enhanced Training for E-Scooter and Vehicle Pursuits

Garda Commissioner Justin Kelly has announced plans to improve training for Gardaí (Irish police officers) involved in pursuits, particularly those involving e-scooters, motorcycles, and scramblers. The move comes in response to concerns raised by Garda associations regarding the safety and lack of specific protocols for these types of chases.

Addressing Concerns and Improving Safety

Commissioner Kelly stated he is “putting a lot of thought” into new training programs, acknowledging the difficulties associated with pursuing suspects on two-wheeled vehicles. He emphasized the importance of ensuring Gardaí have “the right equipment and training” to carry out their duties effectively and safely.

The Garda Representative Association (GRA) has voiced concerns that officers currently lack adequate protection and specific pursuit training for these scenarios. Commissioner Kelly has met with the GRA on several occasions to discuss these concerns and understand their perspectives. Detective Garda Mark Ferris, GRA Executive Member for the Dublin West Division, welcomed the announcement, stating the focus must now be on delivering “real training, clear policy and proper protections.”

Government Support and Legislative Changes

Minister for Justice Jim O’Callaghan has affirmed the government’s support for Gardaí in pursuing suspects, while also acknowledging the demand for discretion in such situations. He stated that the government is amending the law with “Grace’s Law” to provide a more robust response to the unlawful utilize of scramblers, which have been linked to intimidating incidents and tragic accidents.

O’Callaghan also reassured Gardaí that they should not sense “restrained” from carrying out their duties, emphasizing the support of both himself and the government. He acknowledged the difficult split-second decisions officers must develop during pursuits and the importance of exercising appropriate discretion.

Commissioner Kelly’s Broader Vision

Commissioner Kelly, who assumed office in September 2025, has indicated that improvements will be made “across the board,” including upgrades to vehicles and driving training. He has already undertaken work to procure new equipment for Gardaí.

The Commissioner also noted ongoing efforts to improve control room procedures for managing pursuits, including policy and procedure upgrades.

Ongoing E-Scooter Concerns

Concerns regarding e-scooter use on footpaths and roads have also been raised by public representatives, such as Offaly TD Carol Nolan. Commissioner Kelly has stated that officers are actively working to address the rising number of complaints related to e-scooters.
