Petrol and Diesel Prices Surge Amid Market Volatility
The government hiked the price of petrol by Rs6.39 and high-speed diesel (HSD) by Rs7.83 per litre on July 23. Officials pointed to global market volatility and regional tensions in the Persian Gulf as the primary catalysts for the spike. Following the adjustment, petrol now costs Rs327.12 per litre, while HSD has climbed to Rs375.04 per litre.
Shift Toward Daily Pricing Models
The federal government is moving away from fixed pricing, adopting a more responsive system to track international oil rates. According to the Petroleum Division, the hikes are a direct response to fluctuating global costs fueled by renewed regional hostilities in the Persian Gulf.
Petroleum Minister Ali Pervaiz Malik confirmed that the Oil and Gas Regulatory Authority (Ogra) is now tasked with determining fuel prices on a daily basis. This marks a significant acceleration from the weekly price revisions the government initiated in early March to manage supply chain interruptions.
De-escalating the Nationwide Strike Threat
The move to daily pricing triggered immediate resistance from retailers. The All Pakistan Dealers Association rejected the framework and said it would consider a protest plan this week.
However, the All Pakistan Petroleum Pump Owners Association (APPPOA) has reached a temporary resolution with the government. Following negotiations with the petroleum minister, the association agreed to defer a planned nationwide strike for two weeks, cooling tensions over the government’s new pricing strategy.
Economic Strain on Households and Industry
Fuel costs serve as a critical economic barometer in Pakistan, directly impacting the cost of living for middle and lower-middle-class households that rely on petrol for motorcycles, rickshaws, and private vehicles.
The burden is equally heavy for the industrial sector. High-speed diesel powers heavy transport, large-scale generators, and industrial power plants. With monthly sales for petrol and HSD hovering between 700,000 and 800,000 tonnes, these fuels dominate the domestic market. To mitigate the impact, the federal government introduced targeted relief measures to provide subsidised fuel in April.
