Governor Wes Moore announced that the U.S. Small Business Administration has approved low-interest Economic Injury Disaster Loans for small businesses and nonprofits affected by the Empire Tower structural emergency in Anne Arundel County. The relief targets operational disruptions that began on July 9, 2026, providing working capital support without requiring physical property damage.

SBA Loan Terms and Financial Assistance Details

Eligible small businesses may apply for loans of up to $2 million through the Small Business Administration program, according to state release documents. The financing carries favorable terms designed to ease cash flow pressures during extended disruptions. Interest rates are set at 4% for businesses and 3.625% for private nonprofit organizations, with repayment terms stretching up to 30 years.

Borrowers benefit from deferred payment structures. According to the state announcement, interest does not accrue and payments are not required during the first 12 months following the initial loan disbursement. Funds can cover ordinary and necessary operating expenses, including payroll, fixed debts, accounts payable, and utilities.

The structural emergency at Empire Tower created operational challenges for businesses in the surrounding area. Maryland Department of Emergency Management Secretary Russell Strickland noted that economic impacts from emergencies can extend beyond physical damage and affect the ability of businesses to operate. To facilitate applications, the Small Business Administration opens a Disaster Loan Outreach Center in Anne Arundel County on Thursday, September 24, 2026, at 9:00 a.m. Representatives will be on-site to answer eligibility questions and assist applicants through the submission process.
