Chief Executive John Lee announced a comprehensive package of 11 measures designed to boost Hong Kong’s fertility rate, including an expansion of in-vitro fertilisation (IVF) quotas and increased financial cash bonuses for families. According to news.gov.hk, the government aims to remove hurdles for couples wishing to have children by tailoring policies to local realities.
Expanding Medical Support and IVF Quotas
To assist couples facing medical difficulties, the Hospital Authority will scale up its in-vitro fertilisation treatment quotas. According to news.gov.hk, service quotas will increase to 1,900 treatment cycles per year in phases over the next three years. Chief Executive John Lee explained during a press conference that while the government respects the choice of couples who prefer to remain childless, state support must focus on helping those who want a family but face medical barriers.
Financial Incentives and Tax Allowances
The policy package introduces direct financial adjustments aimed at families with multiple children. According to news.gov.hk, the newborn baby bonus for a second child or subsequent children will rise from $20,000 to $30,000 for a three-year period. Meanwhile, the $20,000 bonus for a first child is extended for another three years.
Tax structures will also shift to support larger families. According to news.gov.hk, the standard annual tax allowance for a second or subsequent child will increase from $140,000 to $160,000. Additionally, the temporary top-up allowance granted during the first two years following childbirth will match that increase at $160,000.
Housing and Child Care Facilitation
Housing hurdles form a core part of the government’s calculation for young families. According to news.gov.hk, eligible families who purchase a residential property within one year before or two years after a child’s birth can receive a stamp duty waiver of up to $20,000. Furthermore, the maximum mortgage loan-to-value ratio for White Form family applicants with newborns will increase to 95% starting from the next Home Ownership Scheme sales exercise.

To tackle child care challenges, the government committed to establishing three more aided standalone child care centres. According to news.gov.hk, these centers will generate roughly 1,800 additional day care places for children under three by the end of 2030. The School-based After School Care Service Scheme will also become regularized starting in the 2027-28 school year.
