Indonesia Leads with New Regulations Limiting Children’s Digital Access

Jakarta – Indonesia has become the first non-Western country to implement policies restricting children’s access to online platforms, a move aimed at protecting them from the increasing dangers of the digital world. The regulations, outlined in Minister of Communication and Digital Regulation Number 9 of 2026, stem from Government Regulation (PP) Number 17 of 2025 concerning Governance of the Implementation of Electronic Systems in Child Protection (PP Tunas).

Age-Based Access Restrictions

The new policy delays children’s access to digital spaces based on age. Children under 16 years of age will be barred from accessing high-risk social media platforms, even as access to lower-risk services will be limited to those 13 years, and older.

Platforms Affected

The initial phase of implementation, starting March 28, 2026, will focus on deactivating accounts for children under 16 on platforms deemed high-risk. These platforms include YouTube, TikTok, Facebook, Instagram, Threads, X (formerly Twitter), Bigo Live, and Roblox.

Focus on Eight Technology Companies

The regulation primarily targets eight technology companies, requiring them to comply with the new rules in a phased approach.

Addressing Digital Threats to Children

The Indonesian government recognizes the growing threats children face online, including exposure to pornography, cyberbullying, online fraud, and digital addiction. These regulations are intended to assist parents navigate the challenges of increasingly complex algorithms and protect their children.

PP Tunas and Broader Digital Protection

The implementation of PP Tunas builds upon existing efforts to strengthen child protection in the digital realm. Minister of Communication and Digital Meutya Hafid has emphasized that the regulations are not intended to hinder economic growth or innovation, but rather to ensure a safe digital environment for Indonesian children.
