Police name 13 suspects in Russian mercenary trafficking case

Indonesian authorities have arrested and charged 13 suspects across five separate police reports for operating a human trafficking ring that lured 58 citizens into signing contracts as Russian mercenaries, ANTARA News reported.

Social Media RAPs and False Promises of Lucrative Compensation

The criminal network targeted vulnerable job seekers using social media, job portals, and messaging apps. Perpetrators promised victims overseas employment in logistics, border security, and defense construction alongside lucrative compensation packages featuring a signing bonus of up to US$35,000 and monthly salaries of around US$3,000. Instead, investigators found that once the recruits arrived in Russia, they were directed to sign contracts as mercenaries, undergo training, and potentially be deployed to conflict zones without legal protections or occupational safety guarantees.

Bareskrim Details Multi-Jurisdictional Arrests and Charges

The details of the operation were outlined during a Monday press briefing by Nurul Azizah, who serves as the Director of the Directorate of Crimes against Women and Children and Human Trafficking at Bareskrim, the National Police’s Criminal Investigation Agency. The 13 suspects span multiple jurisdictions, including two Russian citizens and one Ukrainian citizen among the accused.

The total count of 58 identified victims breaks down across several regional police investigations. Bareskrim holds five victims in its primary case files alongside seven victims in a secondary Bareskrim case. The West Jakarta Metro Police and the Jakarta Metro Police each handle 12 victims, while the Bogor Police and the West Java Regional Police account for 22 victims.

Investigators emphasize that the targets of this recruitment pipeline extended beyond ordinary civilian job seekers. The trafficking network successfully ensnared former military and police personnel, according to Bareskrim statements reported by Kompas. Perpetrators face grave legal consequences under Law Number 21 of 2007 Concerning the Eradication of Human Trafficking via Article 4 alongside Article 10, as well as Law Number 18 of 2017 Concerning the Protection of Indonesian Migrant Workers via Article 81.

Jakarta Urges Moscow to Exclude Citizens From Military Service

The domestic police crackdown runs parallel to heightened diplomatic friction between Jakarta and Moscow regarding foreign fighter recruitment. The Indonesian Foreign Ministry formally urged Russia to halt the recruitment of Indonesian citizens into its armed forces or affiliated military formations.

Foreign Ministry spokesperson Yvonne Mewengkang stated that Jakarta conveyed its objections through diplomatic channels after intelligence reports indicated Indonesian nationals were dying on the battlefield in Ukraine. Indonesia specifically requested that Moscow formally designate Indonesia as a country whose nationals are excluded from military recruitment through any channel.

Frontline Deployment and Disputed Battlefield Casualties

October 27 brought a report from Ukraine’s Defense Intelligence Directorate (HUR) stating that an Indonesian citizen—born in 1978, formerly a Jakarta taxi driver, and designated by the initials MT—had signed up with the Russian military. According to the information provided by Ukraine, the individual enlisted for a one-year military term and lost his life roughly one week after arriving at the front lines. Separately, Defense Intelligence of Ukraine (DIU) identified a man as Taufiq Muhammad, a former taxi driver who had lived in Jakarta and Surabaya, claiming he had signed a one-year contract in mid-April and died during combat near Zelena Dolyna in the Donetsk region.

Indonesian authorities have not independently verified the battlefield casualties or the exact circumstances surrounding the reported deaths. Yvonne Mewengkang noted that the Indonesian Embassy in Moscow is actively investigating the reports, verifying identities, and checking military status while adhering to personal data protection principles.

Intelligence Disclosures and Ongoing Public Safety Warnings

Prior to the latest disclosures, Ukraine’s Foreign Intelligence Service released documents in September pointing to at least eight Indonesian citizens recruited into Russia’s armed forces. In response to the expanding crisis, Indonesian law enforcement agencies maintain a zero-tolerance policy toward exploitation and human trafficking. Officials continue to urge the public to exercise extreme caution regarding suspicious overseas job offers and to report predatory recruitment schemes immediately.
