Jerome Paul (Jerry) Fossenier, Civil Engineer and Community Leader, Dies at 90

Jerome Paul (Jerry) Fossenier, a licensed professional engineer who left a lasting mark on the communities of Grand Junction, Colorado, and Rio Rancho, New Mexico, passed away on February 15, 2026, at the age of 90. Born June 8, 1935, in Radville, Saskatchewan, Canada, Fossenier’s career spanned decades of public service and private sector innovation.

Early Life and Education

Fossenier received his early education in Radville, Saskatchewan, and subsequently joined the Royal Canadian Army Reserves. He continued his education at the University of Denver, in Denver, Colorado, earning a Bachelor of Science degree in Civil Engineering in 1959.

Professional Career

Fossenier began his engineering career as the City Engineer of Grand Junction, Colorado, from 1960 to 1965. During his tenure, he gained national recognition for his pivotal role in the redevelopment of the city’s Main Street area. He later transitioned to executive positions with Grand Junction Pipe & Supply, CBW Builders, and Summit Engineering.

In 1986, Fossenier and his wife, Lorna, moved to Rio Rancho, New Mexico. There, he held executive roles with Carder Concrete Products Co., Cinfran Engineering, and Huitt Zollars Co. He also served as Public Works Director and City Engineer for the City of Rio Rancho for nine and a half years, retiring in 2005.

Fossenier was a licensed professional engineer in New Mexico, Colorado, Arizona, and Nevada.

Personal Life and Legacy

Jerome Fossenier married Lorna (Leier) Fossenier on September 1, 1958. The couple became naturalized United States citizens in 1964 and were actively involved in local community activities, taking on numerous leadership roles.

He is survived by his wife, Lorna, and his sons, Patrick (wife Bonnie and daughter Nora), of San Carlos, California, and Michael, of Littleton, Colorado. He was predeceased by his son, Thomas (daughters Nicole and Christine), and his brother, Germaine.

Services

A recitation of the Rosary will be held at St. Thomas Aquinas Catholic Church, 1502 Sara Rd, Rio Rancho, NM 87124, on February 27, 2026, from 12:30 pm to 1:00 pm (Mountain time). A Celebration of Mass will follow from 1:00 pm to 2:00 pm (Mountain time) at the same location.

In lieu of flowers, the family requests donations be made to Presbyterian Hospice.
