NBank Receives 890 Million Euros in Capital Boost
Niedersachsen has strengthened the capital base of its state-owned promotional bank, the NBank, through a major injection from the regional housing fund. The state transferred 890 million euros as a non-cash contribution derived from the Housing and Residential Quarter Development Fund, known as WoFF, with the official contract signing taking effect on November 1.
The capital increase represents roughly half of the nominal volume of the WoFF fund. State officials designed the maneuver to expand the NBank’s financing capacity significantly while preserving social housing support across Lower Saxony. All financial returns generated by the transferred loans will flow back exclusively into social housing purposes.
Lower Saxony Targets Expansion of Regional Investment Bank
Historically ranking among the smallest state promotional banks in Germany relative to its regional economic output, the NBank held a balance sheet total of 7.2 billion euros in 2025. The current red-green state government aims to transform the institution—originally launched in early 2004—into an investment bank capable of issuing substantially more of its own loans rather than relying primarily on budget-funded subsidies.
Grant-Hendrik Tonne, the Finance Minister of Lower Saxony, emphasized the growing need for reliable funding partners as the region faces major transformation and innovation demands. With the strengthening of the equity capital, we are creating the conditions so that important future projects in the state can be accompanied even more reliably by the NBank in the future,
Tonne stated. In 2025, the credit volume had surpassed the grant business for the first time.
Capital Market Strategy and Future Lending Goals
The expanded equity foundation provides the NBank with enhanced leverage to raise additional funds directly on the capital market. Sabine Tegtmeyer-Dette noted that the reinforcement enables the institution to mobilize extra financing and offer more long-term loans dedicated to future investments alongside commercial house banks.
Michael Kiesewetter, Vorstandsvorsitzender of the NBank, outlined plans during March 2025 discussions with Börsen-Zeitung to scale the annual new lending business up to 2 billion euros over the next five years. Sonja Schwarz, a member of the NBank board, added that the capital injection supplies crucial operational leeway where long-term investments demand heavy capital tying or where private financing falls short.
