Controversial Luxembourg Doctor Faces Renewed Scrutiny Over Past Fraud and Misconduct
A general practitioner, Dr. Waël Naeseh, is once again practicing medicine in Luxembourg City, despite a history of fraud convictions and disciplinary actions in Switzerland and France. Research by Reporter.lu reveals a more extensive record of past misconduct than previously known to authorities.
Dr. Naeseh began seeing patients in August 2023, seeking a fresh start in Luxembourg. But, his past has quickly resurfaced. Over the past decade, he has established and subsequently closed several practices in both Switzerland and France.
Suspension of Practice in Luxembourg
In June 2024, Luxembourg’s Health Minister Martine Deprez revoked Dr. Naeseh’s approval to practice medicine for 18 months, citing a lack of “honesty and moral integrity.” The minister determined that Dr. Naeseh had concealed crucial information during his application for a medical license.
Specifically, Dr. Naeseh failed to disclose ongoing disciplinary proceedings in France and a previous suspension of his medical license in June 2023. French authorities allege that his negligence contributed to the death of an unborn child.
Million-Dollar Fraud in Switzerland
Dr. Naeseh was convicted of professional fraud, forgery of documents, and falsification of medical certificates in Switzerland. In November 2022, a Swiss Court of Appeal sentenced him to a three-year prison sentence, with half suspended. He was also banned from issuing medical documents valid in Switzerland for two years and expelled from the country for five years. A final appeal was rejected by the Swiss Federal Court in December 2023, making the judgment legally binding. Reporter.lu
The court found that between 2013 and 2016, Dr. Naeseh received nearly three million Swiss francs in unjustified fees from insurance companies through inflated invoices and billing for fictitious services. As stated in the judgment of the Swiss Court of Appeal, he “deliberately failed to send [patients] a copy of the invoices he sent to the insurers” to prevent them from discovering the fraudulent billing practices. Current Practice in Luxembourg
Despite the previous sanctions, Dr. Naeseh is currently treating patients at a practice located on Rue du Fossé in Luxembourg City. Doctena and Editus list his practice address as 3-5, Rue Du Fossé, 3ème étage, 1536 Luxembourg.
