Bukit Panjang Incident Ends Safely After Rescue From Eighth-Floor Air-Con Ledge

A 42-year-old man was safely rescued from the air-con ledge of an eighth-floor HDB flat in Bukit Panjang on the morning of October 4, according to emergency responders. Police and the Singapore Civil Defence Force responded to an emergency call at Block 635B Senja Road, where the man was spotted standing outside the unit. Authorities later confirmed that the individual was taken conscious to a hospital before being apprehended under Section 7(1) of the Mental Health (Care and Treatment) Act.

Emergency Response Operations at Senja Road

The operation at Block 635B Senja Road drew a significant response from emergency services, with eyewitness photographs capturing at least one fire engine, a rescue tender, and three police vehicles parked near the block. To manage the high-risk situation, the Singapore Civil Defence Force deployed a safety life air pack on the ground as a precautionary measure. Because responders assessed that the man posed a potential danger to himself, the police activated specialized officers from their Crisis Negotiation Unit. Simultaneously, the Singapore Civil Defence Force deployed its Disaster Assistance and Rescue Team to execute a vertical intervention. Rescuers from the Disaster Assistance and Rescue Team rappelled down from the apartment directly above the ledge and brought the man to safety at approximately 9:50 a.m.

Apprehension Under Mental Health Legislation

Following his rescue, the 42-year-old man was assessed by medical personnel and transported conscious to a hospital for evaluation. Authorities subsequently apprehended him under Section 7(1) of the Mental Health (Care and Treatment) Act. Under this legislative provision, police officers possess the legal authority to take into custody any individual who is believed to pose a danger to themselves or to other members of the public.
