Min Kyung-seon arrived at the Goyang Martyrs’ Memorial at 8:00 AM, where he offered a floral tribute and conducted a moment of silence to commemorate the sacrifices of national heroes, as reported by the Goyang City Hall press office. The visit included Deputy Mayor Kim Jong-hyun and senior officials from the city’s administrative departments.
During the ceremony, Min stated, “We will carry forward the spirit of the martyrs by placing every citizen’s voice at the center of governance,” according to a statement released by the mayor’s office. The event marked the official start of his ninth term.
What Is the ‘Open Goyang Project’?
Following the memorial, Min issued his first decision, the “Open Goyang Project,” which includes five key initiatives: establishing an open mayoral office, implementing a direct citizen messaging system, live-streaming policy meetings, reviving the city’s mascot “Goyang-Goyang,” and reopening Kim Dae-jung’s former residence as a democratic education site. The plan aims to reduce bureaucratic barriers and foster greater public participation in governance, according to the city’s official website.

The mayor’s office will relocate to the first floor of the city hall to improve accessibility, while a direct text messaging service will allow residents to submit complaints or suggestions to the mayor’s office. Policy discussions previously limited to internal staff will now be broadcast live online, the city confirmed.
