Quebec Premier Accepts Meeting After Summit Tensions

Quebec Premier Paul St-Pierre Plamondon announced on Sunday, Nov. 1, 2026, that he accepts Prime Minister Mark Carney’s invitation to meet ahead of the upcoming Francophonie Summit. The agreement follows a diplomatic standoff that kept the Quebec premier away from the Canada-European Union Summit in Montreal.

St-Pierre Plamondon stated in a social media post that he would sit down with Carney prior to the international gathering in Cambodia, but insisted the discussions take place in Quebec City, citing provincial legislation. The announcement follows days of public friction over regional representation at federal-provincial events.

Dispute Over Canada-EU Summit Representation

The rift intensified last week when St-Pierre Plamondon boycotted the Canada-European Union Summit held on Thursday and Friday in Montreal. The premier refused to attend because he was concerned Quebec’s position was not being coordinated ahead of the summit and because he was not granted an official speaking slot.

St-Pierre Plamondon criticized Carney’s earlier offer of a seat at the head dinner table alongside European Commission President Ursula von der Leyen and European Council President Antonio Costa. The premier rejected the gesture, calling it “asking Quebec to fall in line,” with the “vassalization and invisibilization of Quebec that this entails.” He argued that no nation would accept being excluded from negotiations directly impacting its interests, economy, and laws on its own territory.

Columnist Chris Selley of the National Post noted the premier’s rhetoric characterized the federal proposal as an enforcement of vassalization. Meanwhile, Prime Minister Carney stated in an interview with La Presse that he wanted to meet with St-Pierre Plamondon before the Francophonie Summit to set common goals and to ensure a good relationship between Ottawa and Quebec.

Conditions for the Upcoming Carney-Plamondon Meeting

St-Pierre Plamondon thanked the prime minister for his “change in tone” in a Sunday social media update. However, the Quebec leader attached a condition to the upcoming talks, demanding adherence to provincial law.

“Unsurprisingly, I simply ask that this meeting be held in accordance with Quebec law, specifically the National Capital Commission Act, which stipulates that meetings of this nature must take place in Quebec City,” St-Pierre Plamondon wrote.

Phnom Penh Francophonie Summit Schedule

The bilateral meeting between Carney and St-Pierre Plamondon is scheduled to occur before the multilateral Francophonie Summit begins. The Francophonie Summit is scheduled for Nov. 14–16, 2026, and will take place in Phnom Penh, the capital of Cambodia. St-Pierre Plamondon has confirmed he will lead the Quebec delegation at the international summit.
