Ministry Disciplines 17 Employees at Cibinong Facility

The Ministry of Immigration and Corrections confirmed that 17 employees at the Cibinong facility faced disciplinary action due to the scandal. According to Inspector General Rudi Setiawan, the ministry’s investigation revealed that staff members had engaged in the abuse of authority and failed to manage state-owned assets properly. Wisnu Hani Putranto was removed from his position and stripped of his status as a civil servant. Five other employees received heavy disciplinary penalties, while 11 others were issued medium-level sanctions. The ministry also conducted an investigation into the former warden, Usman Madjid, as part of the broader disciplinary review. The dismissal of Wisnu and the sanctions against the 16 other personnel were confirmed by Irjen Kemen Imipas Rudi Setiawan at the Ministry office in Kuningan, Jakarta Selatan, on Monday, October 5, 2026.

Origin of Luxury Facilities and Alcohol Seizures

These structures, located outside the main prison area, were not registered as state-owned assets. During the inspection, officials discovered alcoholic beverages inside one of the units. Inspector General Rudi Setiawan clarified on October 5, 2026, that the alcohol and luxury goods, which included a sofa, spring bed, refrigerator, and television, belonged to an inmate named Jimmy Masrin, rather than the prison’s head of security as previously claimed. The ministry noted that these buildings were constructed independently on the riverbank without official permits, violating zoning regulations. In a previous RDP meeting on September 28, 2026, the then-Director General of Corrections, Mashudi, had incorrectly attributed ownership of the items to the Kasi Kamtib.

Prison Officials Attempted to Hide Luxury Items from Inspectors

Following the initial Ombudsman inspection, prison officials attempted to clear the luxury units of their contents. Inspector General Rudi Setiawan stated that items including furniture and electronics were moved on the night of September 23, 2026, to prevent them from being seized. Some of these goods were later recovered from a former cow shed within the prison compound. While viral social media claims alleged that staff used specific equipment to evacuate the goods, the sources clarify that the imagery circulating online was AI-manipulated and did not represent genuine documentation of the event. The head of the prison, Wisnu Hani Putranto, admitted during a September 28, 2026, parliamentary hearing that he had ordered the removal of these items prior to the Minister’s inspection.
