Montreal Man Sues Mayor and Police Chief for Billion

Montreal Man Declared Vexatious Litigant After $40 Billion Lawsuit Over $109 Parking Ticket

A Montreal resident who launched a $40 billion lawsuit against the mayor and police chief over a parking ticket has been formally declared a vexatious litigant. Superior Court Justice Patrick Ouellet handed down the decision at the Montreal courthouse, ruling that the legal action was a clear abuse of the justice system.

The case began in November 2025 when 61-year-old Hachem Touabi received a $109 parking ticket for leaving his vehicle in a prohibited zone. Touabi insulted the parking enforcement agent at the scene, which prompted authorities to call police officers for backup. Police subsequently arrested Touabi for armed assault against the municipal employee and released him with a promise to appear in court.

Conspiracy Claims Target Mayor and Police Chief

Rather than challenging the municipal workers or their employer, Touabi filed a multi-billion-dollar claim directly against Montreal Soraya Martinez Ferrada and the chief of the SPVM, Fady Dagher. In his court filings, Touabi claimed the defendants were working with churches and foreign intelligence agencies to inflict harm upon him, as noted in the judgment.

Justice Ouellet rejected the conspiracy allegations entirely, determining that the only misconduct in the matter stemmed from Touabi’s actions toward the parking agent and responding police officers. During the court hearing, where he represented himself, Touabi made incoherent statements, complained about working as a slave, threatened to remove his clothing and underwear, and asserted that a laboratory-created clone of himself would soon replace him.

A History of Multi-Billion-Dollar Court Filings

Court records show that Touabi has a history of filing excessive and unfounded lawsuits. In 2014, he sued the National Bank and five employees for $80 billion following his termination.

Two years after the bank lawsuit, Touabi targeted government officials with another $40 billion claim. That suit named then-federal minister Stéphane Dion along with provincial cabinet ministers Dominique Vien and François Blais, accusing them of collaborating with the United States and France to suppress his actions and supporting various religious institutions.

A judge presiding over that previous challenge criticized Touabi for an unreasonable and excessive use of judicial resources that penalized other litigants waiting for court dates. With Justice Ouellet’s ruling, Touabi is now barred from filing any new legal proceedings in the Superior Court without first obtaining judicial authorization.
