Regional Transit Strikes Threaten Netherlands as Unions Reject Final Offer

New strikes threaten the Dutch regional public transport network after employers unexpectedly tabled a final contract offer on Friday, October 30, which labor unions immediately rejected, RTV Noord reported. Approximately 13,000 workers fall under the collective labor agreement (cao) for regional transport, including bus drivers working for carriers such as Arriva, EBS, Qbuzz, Keolis, and Transdev, according to Transport Online. A nationwide strike previously scheduled for October 22 was called off at the last minute when negotiations resumed, but talks have now hit an impasse after employers presented their final terms.

Wage Increases and Disputed Allowances

Under the employers’ final proposal, workers would receive a retroactive wage increase of 2 percent starting July 1, followed by a total increase of 4 percent next year, as reported by OOG Groningen. While unions are satisfied with the wage offer, they strongly object to other provisions in the package. Employers want to eliminate the average irregular hours allowance (ORT) and replace it with a transparent system and a personal choice budget, a move the CNV union warns will complicate shift swaps and scheduling for drivers.

Changes to Seniority Regimes and Retirement Rules

The final contract offer also targets existing seniority and retirement structures, prompting fierce pushback from labor representatives. According to CNV negotiator Niels Rook, employers want to raise the threshold for the 50-plus arrangement to 53 years old, with the age limit subsequently rising alongside the AOW state pension age, as cited by OOG Groningen. Additionally, employers want a mandatory link between the 63-plus arrangement and the Early Retirement Scheme (RVU). Vakbond FNV stated that these proposals reduce existing rights and increase financial pressure on older staff, heightening the risk of burnout and personnel shortages.

Ballot Deadlines and Potential Work Stoppages

Both FNV and CNV are putting the employers’ final offer to their members with a negative voting advice, with voting scheduled to run until November 16, as noted by Transport Online. Despite the deadlock, FNV officials confirmed that an extra negotiating session took place on Friday, October 30, to thoroughly examine whether any room remains to bridge the gap. If members reject the final offer as expected, unions warn that new strike actions will likely materialize in the second half of November, potentially disrupting regional bus and train services across the Netherlands.

What specific changes are employers proposing for irregular hours allowances?

Employers propose moving away from the existing average irregular hours allowance (ORT) toward a transparent system paired with a personal choice budget, according to OOG Groningen. Unions argue this change will make it much harder for drivers to swap shifts with colleagues.

When will union members vote on the final contract offer?

Union members have until November 16 to cast their votes on the final proposal, which both CNV and FNV have submitted with a negative voting recommendation, according to Transport Online.
