New York City Council members announced a September 22 oversight hearing to investigate the Mamdani administration’s communication practices with nearly 200 social media influencers through an encrypted messaging channel, according to reports from NY1 and the New York Post. The upcoming inquiry focuses on how City Hall used the Signal app to distribute talking points, updates, and video clips to digital creators.
The controversy centers on a group chat named “NYC Creators Announcements,” which includes 189 social media influencers, according to a Columbia Journalism Review report cited by the New York Post. City Hall officials used the platform to provide daily updates and messaging points to digital creators. According to the New York Post, some participants secured paid contracts with city agencies for specific messaging campaigns, while others contributed unpaid commentary.
The use of the Signal app by public officials has raised transparency questions regarding municipal record-keeping. According to NY1, the administration stated that communications within those chats will be preserved moving forward.
City Hall has declined to release the full roster of influencers involved in the communication channel or details regarding associated contracts, according to the New York Post. The network of creators reportedly originated from the “Creators4Zohran” group established during the mayoral campaign.
City Council Response and Proposed Transparency Legislation
The Committee on Governmental Operations, State & Federal Legislation, chaired by Manhattan lawmaker Gale Brewer, scheduled the September 22 hearing, according to the New York Post. In tandem with the hearing, Queens Councilman Phil Wong is introducing legislation aimed at increasing disclosure requirements for digital creators working with municipal entities.
According to the New York Post, Wong’s proposed bill would mandate that influencers engaged in messaging campaigns with city agencies clearly label their posts and videos as “Paid for by NYC” or through a similar designation. The legislation also targets hidden payments made to digital creators through subcontractor agreements.
“New Yorkers don’t want their tax dollars going to grifting influencers from out of state who are paid to tell us everything here is great when we know damn well it isn’t,” Wong said, according to the New York Post. “If City Hall has to pay people who don’t even live here to sell New Yorkers on how wonderful New York is, that tells you everything you need to know.”
Good-Government Scrutiny and Next Steps
Grace Rauh, executive director of the nonpartisan good-government organization Citizens Union, appeared on NY1’s “Inside City Hall” alongside anchor Errol Louis to discuss the administrative practices and the upcoming oversight proceedings.
City Council members and government watchdogs plan to use the September 22 hearing to examine the extent of the messaging campaigns, the criteria used to select participating influencers, and the mechanisms employed to ensure compliance with municipal record-retention laws. The Mamdani administration has not yet detailed how it plans to address transparency demands regarding the encrypted communication logs.
