Water Prices in Plovdiv, Bulgaria to Rise in March 2026
Residents of Plovdiv and the surrounding region will see an increase in water prices starting March 1, 2026. The new rate will be 1.91 euros (3.73 Bulgarian Leva) per cubic meter, including VAT, as announced by the Plovdiv Water and Sewer Department.
Price Adjustments Approved by Regulatory Commission
The price update was formalized through Decision No. Ц-36, issued on December 19, 2025, by the Commission for Energy and Water Regulation (KEVR). KEVR approved the implementation of these changes beginning January 1, 2026. The adjustment aligns with Article 29, paragraph 5 of the Ordinance on price regulation for plumbing services, aiming to cover the company’s operational costs.
Delayed Implementation Due to Euro Adoption
The introduction of the new prices was deliberately postponed to coincide with the adoption of the euro as Bulgaria’s official currency, ensuring a smoother transition for consumers.
Investments in Water Infrastructure
In 2025, the Plovdiv Water and Sewerage company invested BGN 9,077,000 (approximately €4,638,500) in improvements to water services in the Plovdiv region. This represents an increase of over BGN 500,000 (approximately €256,000) compared to the company’s approved business plan for the 2022-2026 period, as authorized by KEVR.
Planned Investments for 2026
Looking ahead to 2026, the company plans significant investments, including:
- Construction of a SCADA (Supervisory Control and Data Acquisition) system for reservoirs in the Hisarya and Krichim regions.
- Replacement of pumping units throughout the region with more energy-efficient models.
- Repair of pressure tanks in Krichim, and Perushtitsa.
- Replacement of water supply networks in Kuklen (approximately 1,800 meters), Brestnik village (approximately 1,100 meters), and Branipole village (approximately 1,700 meters).
- Replacement of the “Vodovod 2” pusher and a water main from the “Brestovitsa – Nova” PS to the “Brestovitsa 2” PS.
The total planned investment for 2026 exceeds BGN 1.5 million (approximately €769,000) more than the 2025 investment program.
Alignment with National Water Board Goals
These price changes are consistent with the objectives and guidelines set by the National Water Board, the requirements of the regulator (KEVR), and the company’s approved investment program. Key activities will focus on cleaning and rehabilitating water sources and reservoirs, replacing aging water pipes to reduce water loss, and collaborating with municipalities to develop new water sources and reservoirs where needed.
Monitoring and Regulation of Water Usage
The company will also work with the Ministry of Water Resources to establish independent teams to monitor and prevent the unauthorized use of drinking water from the water supply system.
Invoice Impact
The new prices will be reflected in invoices issued after March 1, 2026, based on each customer’s respective accounting period.
