Polish security services have detained two individuals—a Belarusian citizen and a Polish citizen—on suspicion of conducting espionage against Belarusian exiles in Warsaw. According to Jacek Dobrzynski, a spokesperson for Polish security services, the suspects allegedly recorded and photographed participants at events held by the Belarusian minority to gather intelligence for Belarusian intelligence services.

Internal Security Agency Investigation

The investigation, handled by Poland’s ABW Internal Security Agency, centers on the monitoring of Belarusian dissidents who fled to Poland following a crackdown on the opposition after mass demonstrations followed a disputed election in 2020. Dobrzynski stated on X that the suspects were paid to collect materials that were subsequently transmitted across the eastern border to support the “regime propaganda” of (President Alexander) Lukashenko’s services.

Internal Security Agency Investigation

Polish authorities confirmed that the two recent arrests are linked to an ongoing broader investigation. Last November, officials detained three Belarusians and two Ukrainians for alleged involvement in similar intelligence-gathering activities.

Judicial Response to Foreign Espionage

The judicial response to the arrests reflects the seriousness with which Warsaw views foreign intelligence operations. A Polish court has ordered the 19-year-old Belarusian citizen to be held in custody for three months while the investigation continues. The 44-year-old Polish citizen involved in the case has been released under police supervision and is currently barred from leaving the country.

  • Intimidation: Using gathered intelligence to pressure or threaten individuals living in exile.
  • Propaganda Amplification: Passing information to hostile states to support state-run messaging campaigns.

These detentions occur against a backdrop of significant migration, as a large number of Belarusian dissidents have sought shelter in Poland, particularly since a crackdown on the opposition after mass demonstrations followed a disputed election in 2020. Both Belarus and Russia have denied allegations of conducting such operations on Polish territory.
