Maximum Fuel Prices Take Effect Under New Government Caps

Poland’s Ministry of Energy implemented price ceilings, cutting retail fuel costs by up to 1.30 zł per liter. Minister of Energy Miłosz Motyka announced the new mechanism, which sets price limits for filling stations nationwide following the enactment of a windfall tax on energy companies. The state intervention follows official notices published in Monitor Polski. Minister of Energy Miłosz Motyka stated directly that the government did the maximum to ensure the price protection program regarding maximum fuel prices functioned effectively and that these prices were as low as possible, describing the newly published Ministry of Energy notice on maximum liquid fuel prices as a significant reduction. Karol Nawrocki signing the act on the tax on extraordinary profits from the sale of liquid fuels and subsequently referring it to the Constitutional Tribunal coincided with the implementation of the fuel price regulations. Minister Motyka noted that fuel can be bought 1.30–1.40 zł cheaper than before the new CPN installment, while urging caution due to factors such as fuel exports to Europe and inventory replenishment. At standard stations, standard diesel cost 7.99 zł/l at Orlen, MOL, Shell, Circle K, and Amic, while on Tuesday drivers paid no more than 7.06 zł for a liter of 95 octane gasoline, 7.95 zł for 98 octane gasoline, and 8.02 zł for diesel, representing increases for 95 and 98 gasoline of 9 and 10 groszy per liter respectively, alongside diesel being 4 groszy lower compared to Monday.

Minister Motyka criticized the presidency in statements to Polskie Radio, asserting that if the legislation had been signed in July, motorists would have benefited from cheaper fuel weeks earlier. Karol Nawrocki signed the windfall tax measure on October 1, 2026, while simultaneously dispatching the legislation to the Constitutional Tribunal for subsequent review, while publicly maintaining demands for gasoline priced at 5.19 zł per liter. Minister Motyka defended the CPN package as an effective, proven solution compared to dangerous market-distorting experiments, emphasizing that the mechanism is based on market operations and does not fight entrepreneurship or the market.

Windfall Tax Forces Down Margins on Major Oil Producers

The regulatory price caps are funded by a newly enacted 60 percent tax on extraordinary profits generated by liquid fuel manufacturers and wholesale importers. The temporary levy targets revenue surpluses above historical margins recorded in 2025, plus a 20 percent allowance. The levy covers extraordinary profits obtained in the period from March 1, 2026, to March 31, 2027.

Analysts noted that autogaz (LPG) remains entirely excluded from the state protection mechanism. Because LPG operates free from government restrictions, retail prices for gas-powered vehicles continue to climb upward, countering the downward pressure seen on standard gasoline and diesel grades. Drivers of LPG-equipped vehicles pay from 3.36 zł/l at Shell stations, through 3.49 zł/l at Amic, 3.56 zł/l at Circle K and BP, and 3.59 zł/l at Moya, up to 3.79 zł/l at Orlen. Furthermore, the CPN package led to situations where premium fuel cost exactly the same as regular 95 gasoline and standard diesel at certain stations, or differed by only 2–3 groszy, such as at Circle K where 95 gasoline and the upgraded milesPlus version shared an identical price of 6.95 zł/l. Analysts observed that the reactivation of the CPN package was made possible by the president’s Thursday decision signing the windfall tax act and sending it to the Constitutional Tribunal.

Inflationary Pressures and Future Market Uncertainty

Broader economic consequences of the fuel caps remain a point of contention among financial experts tracking national indices. Mariusz Zielonka, chief economist at Konfederacja Lewiatan, warned during the European Forum for New Ideas in Sopot that the current state-managed price mechanism cannot continue in its present format into next year. Zielonka projected that national inflation will hover near the upper boundary of the central bank’s target range at approximately 3.5 percent, driven heavily by mounting agricultural costs and lingering geopolitical instability in the Middle East. He noted that food purchases make up as much as 20 percent of the average inflation basket tracked by Statistics Poland, exacerbated by drought, a very cold spring, and rising world wheat prices that exhaust the previous downward pull from food prices, while the fuel price reduction package is set to remain in force until the end of the year.

Meanwhile, political opposition figures have challenged the longevity of the government’s intervention and questioned the ultimate cost to consumers. Presidential cabinet chief Paweł Szefernaker argued on social media that retail costs continue to strain household budgets despite the state caps. Government representatives, including Cabinet Spokesperson Adam Szłapka, countered in television interviews that international refining bottlenecks and disrupted import routes remain the primary drivers of elevated energy expenses. Minister Energy Miłosz Motyka similarly stated during the Morning Interview on RMF FM that the supra-regional situation is very difficult due to blocked imports from Belarus and Ukraine, and noted that pellet shortages have occurred in countries throughout the region such as Latvia. What remains unknown is how rapidly inflation projections published by the National Bank of Poland in November will alter monetary policy decisions and whether fuel price caps can be extended past December.
