Ukraine Warns of Russian Military Buildup in Belarus
Ukrainian President Volodymyr Zelenskyy has issued a warning about increased Russian military activity in Belarus, citing intelligence reports of road construction and artillery position development near the Ukrainian border. According to Zelenskyy, these developments are part of Russian efforts to regroup forces and compensate for personnel shortages on the front lines in Ukraine.
In a statement on April 17, 2026, Zelenskyy referenced a report from Commander-in-Chief General Oleksandr Syrskyi, indicating that Russian forces are attempting to reorganize, likely to address manpower deficits. He stated that this reorganization effort directly explains the heightened military presence and infrastructure projects observed in Belarusian border regions.
Zelenskyy emphasized that Ukraine has instructed appropriate channels to warn Belarus’s leadership about Kyiv’s readiness to defend its sovereignty and territorial integrity. He also drew a parallel to recent events in Venezuela, suggesting they should serve as a cautionary example for Belarusian authorities regarding the consequences of aligning with Russian military objectives.
The Ukrainian president reiterated that even as Belarus has not deployed its own troops into Ukraine, it has facilitated Russian operations by providing territory for attacks, hosting Russian soldiers for medical treatment and conducting joint military exercises with Russia throughout the full-scale invasion.
Ukraine’s Justice Ministry has previously asserted that Belarus’s Defense Ministry acts in the interests of Russia’s military-political leadership and has contributed to the preparation and execution of armed aggression against Ukraine. Zelenskyy noted that Belarusian leader Alexander Lukashenko continues to support Vladimir Putin’s policies and has maintained controversial practices, including the alleged involvement in the transfer of Ukrainian children, which he characterizes as “rehabilitation.”
According to intelligence assessments shared by Zelenskyy, infrastructure work—including the construction of roads toward Ukrainian territory and the establishment of artillery positions—is currently underway in Belarus’s border areas. These developments are viewed as potential precursors to future offensive operations that could open a new front in the conflict.
Despite these concerns, Zelenskyy affirmed that Ukrainian forces continue to hold their positions along the front line and are successfully repelling Russian assaults. He highlighted that the high tempo of eliminating occupying forces persists in April, and Russian attempts to regain the initiative on the battlefield have thus far been unsuccessful.
The situation underscores the ongoing strategic importance of Belarus in Russia’s war against Ukraine, as Minsk’s cooperation enables Moscow to sustain its military campaign from northern axes.
