Russian diesel shipments to the United States will take between 15 and 20 days to arrive by sea once the corresponding commercial contracts are signed, Russian Deputy Prime Minister Alexander Novak stated in an interview with state media outlet Vesti, as reported by Agence France-Presse.
Commercial Negotiations and Delivery Timelines
Commercial negotiations regarding the sale of Russian diesel to the American market are currently underway, Novak told Vesti. Immediately after signing them, the fuel will enter the markets, in this case the American markets, within a period of 15 to 20 days,
Novak said, without specifying a date for contract execution. Kirill Dmitriev, head of the Russian Direct Investment Fund (RDIF) and special representative of the Russian president, stated on Wednesday that Moscow expects the first export contracts to be signed in the coming days.
Production Capacity and Refinery Security Measures
Russia maintains more than enough production capacity to supply both domestic demand and export markets despite ongoing maintenance work at refineries, Novak said in statements reported by Reuters and TASS. The production capacity for diesel fuel exceeds the needs of the domestic market by more than two times,
Novak said. Refineries across Russia are strengthening passive defense structures against Ukrainian drone strikes in cooperation with the Ministry of Defense. Novak explained that oil companies are installing protective physical structures and providing financial support to order necessary air defense equipment, responding to attacks that have targeted energy infrastructure.

European Gas Supplies and Diverging Policies
European imports of Russian liquefied natural gas (LNG) have risen even as the European Union prepares for a full import ban starting January 1, 2027, Novak noted. Europe imported 12 million tons of LNG during the first nine months of the year, exceeding last year’s volumes as European buyers attempt to fill reserves ahead of the deadline.
